23 มิถุนายน 2560 – ภายใต้โครงการ “สิทธิจากเรือสู่ฝั่ง” ขององค์การแรงงานระหว่างประเทศ (IOM) ที่ได้รับทุนสนับสนุนจากสหภาพยุโรป ILO กระทรวงแรงงาน และผู้แทนสหภาพยุโรปได้เปิดศูนย์อภิบาลผู้เดินทางทะเลในพื้นที่แสมสาร จังหวัดชลบุรี การเปิดศูนย์ดังกล่าวยังเป็นการเฉลิมฉลองวันชาวเรือโลก ซึ่งเป็นหนึ่งในสามศูนย์ที่ได้งบประมาณสนับสนุนจากโครงการ แรงงานข้ามชาติและไทยทุกคนต่างมีสิทธิที่จะได้รับบริการจากศูนย์ในด้านสุขภาพ คำปรึกษาด้านกฎหมาย รวมถึงเรียนรู้สิทธิและหน้าที่ของแรงงานประมงตามกฎหมายไทย “กรมสวัสดิการและคุ้มครองแรงงานให้ความสำคัญในการเดินหน้าแก้ไขปัญหาการค้ามนุษย์และการใช้แรงงานผิดกฏหมายในเรืองประมงและอุตสาหกรรมที่ต่อเนื่องกับประมงทุกรูปแบบ” กล่าวโดยนายสุวิทยา จันทวงศ์ รองอธิบดีกรมสวัสดิการและคุม้ครองแรงงาน ซึ่งสอดคล้องกับวัตถุประสงค์ในการจัดตั้งศูนย์นี้ที่จัดตั้งขึ้น เพื่อยกระดับคุณภาพชีวิตแรงงานไทยและแรงงานต่างด้าวให้ได้รับการคุ้มครองและได้รับการปฏิบัติอย่างเป็นธรรม

          นายชายชาญ เอี่ยมเจริญ รองผู้ว่าราชการจังหวัดชลบุรี แสดงความยินดีต่อการเปิดศูนย์ โดยกล่าวว่า “ประมงเป็นวิถีทางทำกินของคนในพื้นที่แสมสารมาช้านาน การเปิดศูนย์ Stella Maris นี้ ตอบสนองต่อความต้องการในพื้นที่ โดยเฉพาะการให้ความช่วยเหลือแรงงานประมงข้ามชาติ ผมหวังเป็นอย่างยิ่งว่าศูนย์จะสามารถดำเนินการอย่างยั่งยืน และเติบโตต่อไป”

          พระสังฆราช สิริพงษ์ จรัสศรี ย้ำว่า องค์กรคาทอลิก Stella Maris  มีภารกิจทั่วโลกในการ “ให้ความช่วยเหลือด้านมนุษยธรรมและสวัสดิภาพแก่แรงงานประมงโดยเฉพาะอย่างยิ่งแรงงานที่ประสบกับความทุกข์ยากและต้องการความช่วยเหลือ”

          นางแอนนา พีน่า เซกูรา นักการทูตฝ่ายความร่วมมือจากสหภาพยโยุรปประจำประเทศไทยกล่าวว่า “การเปิดศูนย์ใหม่ เป็นแนวทางที่ดีที่สุด เพื่อเฉลิมฉลองวันชาวเรือโลกและแสดงให้เห็นถึงความสาคัญของชาวเรือทุกคน พร้อมทั้งความมุ่งมั่นต่อการส่งเสริมการใช้ศูนย์เพื่อพัฒนาสวัสดิภาพให้ชาวเรือ

          นายอุกฤษณ์ กาญจนเกตุ สภาองค์การนายจ้างแห่งประเทศไทย กล่าวว่า “ผมรู้สึกยินดีกับการจัดตั้งศูนย์นี้และตั้งใจจะใช้ศูนย์เป็นสถานที่รับข้อร้องเรียนจากแรงงาน และให้คำแนะนำที่เหมาะสมกับนายจ้างเกี่ยวกับประเด็นที่เกี่ยวข้องกับอุตสาหกรรมประมงและอาหารทะเล”

          นายเจสัน จัดด์ เจ้าหน้าที่ด้านวิชาการระดับสูงของ ILO กล่าวว่า “การรวมตัวของลูกจ้างและองค์การลูกจ้าง รวมถึงนายจ้างและภาครัฐ มีความสำคัญอย่างยิ่งต่อการพัฒนาอุตสาหกรรมประมงและอาหารทะเลไทย โครงการสิทธิจากเรือสู่ฝั่งดำเนินการในพื้นที่บริเวณอ่าวไทยและทะเลอันดามัน เพื่อให้ทั้งสามฝ่ายได้พัฒนาสภาพอุตสาหกรรมและเสริมสร้างความเข้มแข็งให้อุตสาหกรรมอาหารทะเลไทย ” การประชุมไตรภาคี ประกอบด้วย ตัวแทนภาครัฐ นายจ้าง สหภาพแรงงาน และภาคประชาสังคม มีขึ้นภายหลังพิธีเปิดศูนย์ เพื่อส่งเสริมการเจรจาทางสังคมในกลุ่มภาคีโครงการในกิจการประมงและแปรรูปอาหารทะเลในประเด็นความต้องการของแรงงานข้ามชาติ และความร่วมมือในการส่งเสริมการใช้บริการศูนย์ นอกจากนี้ยังมีการให้บริการตรวจสุขภาพฟรี และข้อมูลด้านแรงงานภายในงานสำหรับแรงงานข้ามชาติอีกด้วย

 

          โครงการสิทธิจากเรือสู่ฝั่งของ ILO จากทุนสนับสนุนของสหภาพยุโรป มุ่งป้องกันและลดการแสวงหาประโยชน์จากแรงงานบังค้บ แรงงานเด็ก และการใช้แรงงานในรูปแบบที่ยอมรับไม่ได้ื่อื่น ๆ เพื่อขจัดการใช้แรงงานที่ไม่เป็นธรรมให้หมดไปในที่สุด โดยเฉพาะอย่างยิ่งการเอารัดเอาเปรียบแรงงานข้ามชาติในอุตสาหกรรมการประมง และอาหารทะเลไทย โดยดำเนินการร่วมกับกระทรวงแรงงาน หน่วยงานภาครัฐอื่นๆ และภาคีทางสังคมต่างๆ ในวันที่ 25 มิถุนายน ของทุกปี เป็นวันชาวเรือโลก (Day of the Seafarer) จากมติที่ประชุมทางการทูต เมื่อปี พ.ศ. 2553 ณ กรุงมานิลา การประชุมดังกล่าวรับรองการแก้ไขอนุสัญญาระหว่างประเทศว่าด้วยมาตรฐานการอบรมการออกประกาศนียบัตร และการเฝ้าระวังสำหรับชาวเรือ (Convention on Standards of Training, Certification and Watchkeeping for Seafarer) และกำหนดวันชาวเรือโลกเป็นการยกย่องบทบาทเฉพาะของชาวเรือทั่วทุกมุมโลกในการค้าทางทะเล เศรษฐกิจโลก และภาคประชาสังคมโดยรวม

          Stella Maris Seafarer’s Centre in Samaesarn, Chonburi opens to provide support and welfare services to fishing workers to commemorate Day of Seafarer Chonburi, 23 June 2017 – Under the EU-funded ILO Ship to Shore Rights Project, the ILO, Ministry of Labour, and EU delegation to Thailand opened the Stella Maris Seafarer’s Centre in Samaesarn, Chonburi. The opening of this new centre for fishers commemorates the global Day of the Seafarer. The Chonburi Centre joins two other newly-established centres funded under the Project. All migrant and Thai workers are welcomed to use these Centres to receive access to health services, to seek legal advice, and learn about rights and responsibilities of fishers under Thai law. “The Department of Labour Protection and Welfare places great importance on addressing human trafficking and labour violations in the fishing and related industry”, stated Mr. Suwittaya Chantawong, Deputy Director- General of Department of Labour Protection and Welfare (DLPW). The set-up of this Centre is aligned with our aim to ensure that Thais and migrant workers are treated fairly and their labour rights are protected. Mr. Chaichan Eiamcharoen, Deputy Governor of Chonburi, congratulated the opening of the center by saying “Fishing has been a traditional way of living in Samaesan. The opening of Stella Maris Center responds to the local needs, especially the support to migrant fishers. I hope that the center will be sustainable and continue to prosper.” Bishop Siripong Charatsri reaffirmed the commitment of Stella Maris as a worldwide Catholic mission to “provide humanitarian assistance and welfare services to fishing workers, especially those in distress and in need of help.” Ms. Ana Pena Segura, (EU Cooperation Attach้), stated ”the opening of a new centre to provide support to seafarers is the best possible way to commemorate the Day of the Seafarer. This is a demonstration of how much seafarers matter and our commitment to make possible for these centres to follow best practices in seafarer support and welfare.” Mr. Ukrish Kanchanaketu from Employer’s Confederation of Thailand said, “We welcome the set-up of the center and hope to use this center to receive worker’s complaints and provide appropriate advice to employers on jointly address labour issues in the fishing and seafood industry.” Mr. Jason Judd, ILO Senior Technical Officer said, “Bringing workers and their organizations together with employers and government is so important for progress in the Thai fishing and seafood industry that our Ship to Shore Rights Project is working up and down the Gulf and Andaman coasts to bring these three groups together to improve conditions and make Thai seafood stronger.” A first ‘tripartite-plus’ meeting of government, employers, unions, and civil society organizations followed the opening ceremony to promote social dialogue among the project’s partners in the fishing and seafood sector to address needs of migrant workers and build cooperation to promote the use of the Centre. In addition, free health checkup and labour booths were set up for migrant workers in the area.

          The EU-funded Ship to Shore Rights Project aims to prevent and reduce forced labour, child labour and other unacceptable forms of work, and progressively eliminate the exploitation of workers, particularly migrant workers, in the Thai fishing and seafood processing sectors by cooperating with the Ministry of Labour (MOL), other government agencies, and social partners. Every year 25 June marks the annual Day of the Seafarer (DotS) agreed at the 2010 Diplomatic Conference in Manila. The conference adopted the revised International Convention on Standards of Training, Certification and Watchkeeping for Seafarers Convention. This Day recognizes the unique contribution made by seafarers from all over the world to international seaborne trade, the world economy and civil society as a whole.
